Senator Coghill moved and asked unanimous consent that the Senate return to second reading for the purpose of rescinding its previous action in adopting the Judiciary Senate Committee Substitute. Without objection, the bill was returned to second reading. Senator Coghill moved and asked unanimous consent that the Senate rescind its previous action in adopting the Judiciary Senate Committee Substitute. Without objection, the Judiciary Senate Committee Substitute was before the Senate. Senator McGuire moved and asked unanimous consent to withdraw the motion to adopt the Judiciary Senate Committee Substitute. Without objection, it was so ordered. 2016-02-24 Senate Journal Page 1945 Senator Huggins, Chair, moved and asked unanimous consent for the adoption of the Rules 2d Senate Committee Substitute offered on page 1940. Senator Gardner objected, then withdrew her objection. There being no further objection, 2d SENATE CS FOR CS FOR HOUSE BILL NO. 75(RLS) "An Act relating to background checks for persons applying to operate marijuana establishments; relating to possessing, using, displaying, purchasing, growing, processing, transporting, and transferring marijuana; relating to assisting another person 21 years of age or older in activities related to marijuana; relating to established villages and to local option elections regarding the operation of marijuana establishments; and providing for an effective date" was adopted. 2d SENATE CS FOR CS FOR HOUSE BILL NO. 75(RLS) was automatically in third reading on reconsideration. Senator Coghill moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
